What Is a Blue Badge?

A Blue Badge gives people whose condition affects their mobility access to designated parking spaces and other parking concessions, so they can park closer to where they need to be.

Benefits include:

Parking in designated disabled bays
Parking concessions on yellow lines and in pay-and-display bays (local rules vary — always check)
Recognition across the UK; use abroad depends on the local rules where you travel

Who Can Apply?

Eligibility falls into two broad groups. Your local council makes the final decision, and the exact evidence they ask for varies between councils. The detailed rules also differ slightly between England and Wales — we've noted where that matters below.

Automatically Eligible:

You're generally eligible without further assessment if you:

Receive the higher rate mobility component of Disability Living Allowance (DLA)
Receive PIP with a qualifying mobility score — the test differs by nation: in England, 8+ points under 'moving around' or 10 points for descriptor E under 'planning and following journeys'; in Wales, 8+ points under 'moving around' or 12 points under 'planning and following journeys'
Are registered blind (severely sight impaired)
Receive a War Pensioners' Mobility Supplement
Receive a guaranteed payment under tariffs 1–8 of the Armed Forces Compensation Scheme

May Qualify After Assessment:

You may qualify if the council assesses that you:

Have a permanent and substantial disability that means you can't walk, or find walking very difficult
Have a severe disability in both arms, drive regularly, and can't operate parking meters
Experience very considerable psychological distress, or risk serious harm, when walking — this is how some non-visible conditions can qualify
Have a child under 3 who needs bulky medical equipment or must be kept near a vehicle for treatment

Meeting a criterion doesn't guarantee a badge — the council assesses each application individually.

Council Decision

Applications go to your local council, who makes the decision. Processing times vary by council — typically several weeks. Some councils may also ask for an assessment before deciding.

Receive Your Badge

If approved, your Blue Badge is usually valid for 3 years. We can help with renewal applications too.

Helping a Parent or Relative Apply

If an older relative struggles to walk to the shops, get to appointments, or manage without being dropped at the door, a Blue Badge can make a real difference — and you can start the conversation with us on their behalf.

We can discuss their situation with you, then work with them directly to prepare the evidence and complete the application — including home visits where needed.

Important Information

What It Costs:

The badge itself: councils in England can charge up to £10 for a Blue Badge, and in Wales badges are free. Individual English councils set their own charge within the limit, and some charge less or nothing.

Our service: Elders with Roots charges £60 for application assistance — discussing eligibility, preparing evidence and completing the form. This is separate from, and in addition to, any council badge charge.

Who Decides:

Your local authority makes the decision — not Elders with Roots. We prepare a thorough application, but can't guarantee an outcome.

Validity:

Badges are usually valid for 3 years and must be renewed before expiry. We can help with renewal applications.

Using It Correctly:

The badge can only be used when the badge holder is travelling as a driver or passenger. Misuse is a criminal offence.
